Enhanced Learning Credits Application Procedure
You can use your ELCs to cover up to 80% of the cost of the course under the conditions of the scheme that you pay 20% of the cost of the course before you start.

The MOD's Enhanced Learning Credits Scheme is an initiative to promote lifelong learning amongst members of the Armed Forces. The DLC is an approved learning provider on this scheme (Learning Provider ID 4227) and our courses can be found on the ELC database.
The ELC scheme provides financial support in the form of a single up-front payment in each of a maximum of three separate financial years. Funding is only available for pursuit of higher level learning i.e. for courses that result in a nationally recognised qualification at Level three or above on the National Qualifications Framework (NQF) (England and Wales), a Level six or above on the Scottish Credit and Qualifications Framework (SCQF) or, if pursued overseas, an approved international equivalent qualification.
It is a good idea to consult with your Education Centre who may also be able to provide an ELCAS Application Form.
Application procedure
- You can search for our Course Codes and find full details of the ELCAS approved application process from their website - ELCAS Website >>>. We are listed under Distance Learning Centre and our provider ID is 4227.
- Download the Authorisation Form ELC 005-02 >>>
- Complete the Authorisation Form, get it authorised by your Education Staff, and send the original copy to us at Distance Learning Centre, 10 Ingledene, Hebden Bridge, West Yorkshire, HX7 6PQ.
- Before you send it to us, take a copy and ensure this is filed in your PDR.
- Complete our Online Enquiry Form which will result in you receiving a response from our Admissions Tutor with details about Enrolment common to all our students. It is a good idea to mention that you are intending to use your ELCs when you do this.
- Register on myDLC and upload the relevant Enrolment Form, ID etc. You will find instructions on how to do this in the response you will get to the Online Enquiry.
- Set your course start date and pay your Enrolment Fee online. When choosing your payment option, please select monthly instalments as this ensures the course fees are covered by your personal contribution in the 1-2 month period before your ELCs clear into our account.
- Before your Course Start Date, if you haven't done so already, you need to login and pay the remaining amount of your contribution to the fees online (i.e. your total contribution less the amount you already paid for your Enrolment Fee). If you fail to make this payment before your Course Start Date you will not be able to start the course and we will have to inform your employer that the invoice we have issued is no longer valid as you have not fulfilled your commitment to pay your portion of the fees in advance.
- When we receive your completed original Authorisation Form, this authorises us to raise an invoice, on or after your Course Start Date, for the balance of the cost which will be covered by the ELCs and send it to the Director General Financial Management Shared Service Centre (DGFM SSC).
- When we receive payment of the invoice from the DGFM SSC we will credit the amount to your DLC Account.
